Banner Health Update: House Finance passes bill to create HHSC task force, Senate Ways and Means bill places financial limitations for private vendors

On Feb. 27, the House Committee on Finance passed H.B. 1483, allowing the creation of a task force to study the feasibility of the Hawaii Health Systems Corporation regional system and its facilities to transition to a public-private partnership status. The committee deferred indefinitely H.B. 1484, which would amend the governance structure of HHSC.

The Senate Committee on Ways and Means passed S.B. 1306, with amendments. The bill, which would permit the transition of HHSC to non-public status, now requires the legislature and regional boards to approve transition plans. It also limits the regions from issuing revenue bonds to private vendors, creating financial obstacles for the vendors to operate.
